Abstract:
This article aims to describe the management of the Hajj portion at Bank Syariah Indonesia in 2021 in Wajo Regency. This study uses a qualitative method with a management approach, especially the management of the Hajj portion at Bank Syariah Indonesia, Wajo Regency. The data collection method used is the method of observation, interviews, and documentation. The results of this study indicate that the management of the Hajj portion at Bank Syariah Indonesia in 2021 in Wajo Regency is first planning for the management of the Hajj portion at Bank Syariah Indonesia, Wajo Regency, namely cross-selling mabrur Hajj savings and implementing a Hajj digitization system. Second, the organization of the management of the Hajj portion at Bank Syariah Indonesia in Wajo Regency consists of three parts, namely Customer Service, Teller, and Head of Branch/BOSM. Third, the implementation of the management of the Hajj portion at Bank Syariah Indonesia in Wajo Regency in accordance with the plan. Fourth, supervision of the management of the Hajj portion at Bank Syariah Indonesia in Wajo Regency is carried out by the Ministry of Religion of Wajo Regency. The inhibiting factors for managing the Hajj portion at Bank Syariah Indonesia in 2021 in Wajo Regency are network disturbances, lack of information obtained by the public regarding regular Hajj registration, and the COVID-19 pandemic. Management of the Hajj portion at Bank Syariah Indonesia in 2021 is in accordance with the basics of management, namely planning, organizing, actualizing, evaluating.

1. Introduction
The management of the hajj portion is carried out by a Sharia bank appointed by the Hajj Financial Management Agency (BPKH) as the recipient bank for Hajj organizer fee deposits (BPS BPIH). One of them is Bank Syariah Indonesia (the result of a merger between Bank BNI Syariah, Bank BRI Syariah, and Bank Mandiri Syariah).
The portion number is the serial registration number issued by the Ministry of Religion for prospective pilgrims who register. The portion of the pilgrimage is very influential in pilgrimage registration because it serves as a reference in dispatching pilgrims in another sense as the departure number of prospective pilgrims. The Hajj portion is divided into two, namely the regular Hajj portion and the Hajj plus (special) portion. The regular portion of Hajj is the portion of Hajj for prospective pilgrims, while the portion of Hajj plus (special) is the portion of Hajj for prospective pilgrims plus (special).
After reaching Rp. 25,000,000 (twenty-five million rupiah), prospective regular pilgrims go to the district office of the Ministry of Religion to provide a savings book. The prospective customer prepares and brings several requirements, namely that the customer is at least twelve years old; photocopies of the front and back identification cards on one piece of paper, as many as five sheets; photocopies of birth certificates or marriage certificates (for those who are married); and a photocopy of the family card. At the office of the Ministry of Religion, the prospective pilgrim fills out an application letter to go on pilgrimage.
Bank Syariah Indonesia, Wajo Regency, is experiencing problems in the mechanism for obtaining regular hajj portions for prospective pilgrims in 2021 due to the CO-19 pandemic, which requires the entire work system to switch to online. One of the requirements for registering for the regular pilgrimage is that the identity card match the place of registration. Some prospective pilgrims for the 2021 Wajo district have registered with the bank, but the identity cards of prospective pilgrims based on the results of the bank system still use identity cards for other districts.
2. Research Method
The type of research used in this study is qualitative research. Qualitative research is research that produces descriptive data in the form of written or spoken data from people and observable behavior. This research was conducted by collecting data through descriptive methods, namely, by collecting data from informants.
This study’s research approach method is a scientific research approach, namely the management of a portion of the regular pilgrimage. The management approach is a focal point in the process of taking information from parties that are considered relevant by applying the theory of management functions by George R. Terry.
Data sources consist of two types: primary data and secondary data. Primary data are obtained from primary sources and through observation of the object under study, such as information obtained through interviews with informants, such as branch offices of Bank Syariah Indonesia, branch operations and service managers of Bank Syariah Indonesia, customer service representatives of Bank Syariah Indonesia, and prospective regular pilgrims who make a pilgrimage fund deposit at Bank Syariah Indonesia, Wajo Regency. Secondary data is data obtained through information in the form of reports issued by Bank Syariah Indonesia, Wajo Regency.
Methods of data collection include observation, interviews, and documentation. To obtain the data required for a study, several instruments must be used. This study used several tools, namely interview guides, pens as tools to record observations and interviews, notes or sheets of paper, and cameras to take pictures and record sound during the interview process.
Data processing and analysis techniques are based on Miles and Huberman’s theory, namely data reduction, data display, and conclusion drawing. Data reduction is summing up the important things and looking for themes and patterns. Display data makes it easy to understand what is happening with narrative text. Conclusion, if the conclusions presented in the first stage are supported by valid and consistent evidence when the researcher returns to the field, then the conclusions put forward are valid conclusions.
3. Results and Discussion
Management can be clearly identified through management functions, namely planning, organizing, implementing, and supervising. Bank Syariah Indonesia Wajo Regency plays a role in managing the regular pilgrimage portion by issuing validation numbers. Validation is a number issued by Bank Syariah Indonesia for the issuance of regular hajj portion numbers at the Ministry of Religion of Wajo Regency. If the validation number is not published at Bank Syariah Indonesia, then the hajj portion is not issued at the Wajo Regency Ministry of Religion.

Table 1 The data in the table above pertain to regular Hajj pilgrimages registered with Bank Syariah Indonesia KCP Sengkang Wajo Regency in 2021. Registration for Regular Hajj Pilgrims Candidates for 2021 begins in January and ends in December, with thirty-three prospective reguler pilgrims registering across Wajo Regency. This proves that due to the COVID-19 pandemic, there are very few people registering for the regular Hajj pilgrimage in 2021.
3.1 Management Of Hajj Portions at Bank Syariah Indonesia in 2021 in Wajo Regency
Management can be clearly identified through management functions, namely planning, organizing, implementing, and supervising. Bank Syariah Indonesia Wajo Regency plays a role in managing the regular pilgrimage portion by issuing validation numbers. The validation number is the number issued by Bank Syariah Indonesia for the issuance of regular hajj portions at the Ministry of Religion of Wajo Regency. If the validation number is not published at Bank Syariah Indonesia, then the hajj portion will not be issued at the Wajo Regency Ministry of Religion. The process for managing the hajj portion at Bank Syariah Indonesia in 2021 in Wajo Regency, namely:
- Planning for the Management of the Hajj Portion at Bank Syariah Indonesia in Wajo Regency.
Bank Syariah Indonesia is a Badan Penerima Setoran (BPS)-Biaya Penyelenggara Ibadah Haji (BPIH), this refers to PP No.5 Tahun 2018 concerning the implementation of UU No. 34 Tahun 2004 about hajj financial management. Planning for the management of the portion of the pilgrimage at Bank Syariah Indonesia, Wajo Regency, namely steps in managing the portion of the pilgrimage and supporting programs in managing the portion of the pilgrimage.
In the process of planning the management of the hajj portion of the regular pilgrimage, Bank Syariah Indonesia introduces hajj savings to prospective pilgrims or customers. Hajj savings are the initial stage in the process of issuing validation numbers to issue hajj portions at the Wajo Regency Integrated Hajj and Umrah Service Center (PLHUT Wajo Regency). When a prospective regular pilgrim opens a hajj savings account, it can also improve company performance. Bank Syariah Indonesia will be trusted and will make it easier to open hajj savings and manage regular hajj portions for the people of Wajo Regency.
Bank Syariah Indonesia innovates the management of the portion of the hajj will be implemented with the Hajj Digitization System. Prospective regular hajj pilgrims will upload files to Bank Syariah Indonesia Mobile Banking. Data input for prospective regular pilgrims can be done in the Smart Hajj application. Thus, the plan for managing the portion of the regular hajj pilgrimage at Bank Syariah Indonesia Wajo Regency is to introduce prospective pilgrims to hajj savings and implement a digitization system for hajj registration in 2022, but a trial has been implemented at the end of 2021.
- Organizing the Management of the Hajj Portion at Bank Syariah Indonesia in Wajo Regency.
In organizing the management of the pilgrimage portion, three people are required to manage the pilgrimage portion, namely:
- Customer service plays a role in filling out forms and collecting other complementary files from prospective regular pilgrims or customers.
- Teller, make a deposit until a validation number appears.
- Branch Officers or Branch Operations & Service Managers (BOSM) have the authority to sign and ratify the documents of prospective regular pilgrims printed by the Teller in four sheets (for prospective regular pilgrims, Bank Syariah Indonesia, the Ministry of Religion of the Regency/City, and the Provincial Ministry of Religion), but by the end of 2021, a document for prospective regular pilgrims as little as one sheet will be submitted by using a barcode signature.
Organizing the management of the above-mentioned portion of the pilgrimage in accordance with the duties and responsibilities of Bank Syariah Indonesia KCP Sengkang’s organizational structure, namely Customer Service reviews transaction documents, Tellers perform fund transaction needs, then the Branch Manager signs MoU, umroh travel/dealers/gold shops/gold suppliers with initiators, and delegate letter.
- Implementation of Hajj Portion Management at Indonesian Sharia Bank in Wajo Regency
All forms of implementation activities for planning in managing the portion of the pilgrimage carried out by the parties involved in managing the portion of the regular pilgrimage are carried out by the parties involved in managing the portion of the regular pilgrimage at Bank Syariah Indonesia in Wajo Regency. The parties involved are customer service representatives, tellers, and branch officers, or branch operations and service managers. The officers, or branch operations and service managers. The implementation of hajj management is in accordance with the planning for hajj management, namely, introducing regular hajj pilgrims to open hajj mabrur savings and banks implementing the hajj digitization system.
Through the savings of prospective regular pilgrims who have accumulated Rp. 25.000.000 (twenty-five million rupiah) or who simultaneously make deposits of Rp. 25.000.000 (twenty-five million rupiah). So, prospective regular pilgrims can register for Hajj, and Bank Syariah Indonesia, Wajo Regency, issues a validation number to follow up on the issuance of the Hajj portion number at the Ministry of Religion. The process of issuing a validation number at Bank Syariah Indonesia Wajo Regency can be fulfilled if it meets the requirements that have been set. The conditions for making a deposit are bring e-ktp, provide an initial deposit of Rp. 25.500.000 (twenty-five million, five hundred thousand rupiah), create a stamp duty of 10.000, and filling out the Wakalah Contract.
- Supervision of the Management of the Portion of Hajj at Bank Syariah Indonesia in Wajo Regency
The supervision of the management of the hajj portion at Bank Syariah Indonesia is carried out by the Ministry of Religion of the Wajo Regency. The Regency Ministry of Religion supervises the pilgrimage by publishing the portion of the pilgrimage based on data on prospective regular pilgrims inputted at Bank Syariah Indonesia, which is linked to the Regency Ministry of Religion. The Regency Ministry of Religion will input the validation number of prospective regular pilgrims at SISKOHAT, and the portion of the pilgrimage for the prospective pilgrims will appear.
Evidence of an initial deposit as a form of supervision from the Ministry of Religion of Wajo Regency. The Ministry of Religion of Wajo Regency only knows the data of each registrant or candidate for regular pilgrims. However, the number of prospective regular pilgrims who register is only known by Bank Syariah Indonesia in Wajo Regency. The data for prospective regular pilgrims only appears when the Ministry of Religion completes the data by issuing the portion of the pilgrimage or displaying the validation number in the Integrated Hajj Information and Computerized System (SISKOHAT).
Thus, data on prospective regular pilgrims can be detected at the Ministry of Religion if the Ministry of Religion inputs the validation number for prospective regular pilgrims listed on the proof of initial deposit printed by Bank Syariah Indonesia.
3.2 Factors Inhibiting the Management of Hajj Portions at Bank Syariah Indonesia in 2021 in Wajo Regency
The management of the hajj portion at Bank Syariah Indonesia in 2021 in Wajo Regency has obstacles that occur, including:
- Disruption Network of the Bank Syariah Indonesia in Wajo Regency.
Data input is carried out by the tellers, whose job it is to manage the pilgrimage. When prospective regular pilgrims make an initial deposit at the Teller, if the system has a problem, the validation number will not be issued, which will have an impact on the ability of prospective regular pilgrims to issue a portion of the pilgrimage. The issuance of the pilgrimage portion will experience delays because the validation number is not visible in the data entry system for prospective regular pilgrims.
Bank Syariah Indonesia in Wajo Regency overcomes this problem by contacting Bank Syariah Indonesia’s IT department to check the validation number by attaching data on prospective regular pilgrims. So, the IT section of Bank Syariah Indonesia will contact Bank Syariah Indonesia again, in this case, the person whose job it is to be the teller is to reprint the validation number for the prospective regular pilgrims.
- Lack of Information Obtained by the Public Regarding Regular Hajj Registration Requirements
If prospective pilgrims register but still use KTPs that do not match the location where they register, the Hajj registration process cannot be carried out, and validation numbers will not be issued in the banking system by the teller. This cloud slow down the process of publishing the portion of the hajj in the Integrated Hajj Information and Computerized System (SISKOHAT) conducted by the Regency Ministry of Religion. Bank Syariah Indonesia Wajo district will direct prospective regular pilgrims to the district civil registry office.
Prospective regular hajj pilgrims can learn how to renew their identification into an electronic KTP (e-KTP) at Bank Syariah Indonesia KCP Sengkang in Wajo Regency. The process of inputting the validation number cannot be carried out because the KTP is not readable by the system or has not been registered at the district civil registry office according to domicile. The government requires that one register for Hajj using their domicile address.
- Pandemic COVID-19
The government, through the Decree of the Minister of Religion of the Republic of Indonesia Number 660 in 2021, which was issued on June 3rd, 2021, conveyed several considerations for canceling departures due to health, safety, and security factors for pilgrims who were threatened due to the COVID-19 pandemic, which has hit all countries in the world.
Pilgrims who have paid the Hajj travel expenses in the first and second phases of the 1441 H/2020 M Hajj Implementation will become Hajj pilgrims for the 1443 H/2022 M Hajj Organizing as long as the Hajj quota is available. The hajj quota is determined by the Kingdom of Saudi Arabia. Thus, the Kingdom of Saudi Arabia will inform the determination of the Hajj quota in 2022.
Due to the long waiting list for the implementation of the regular Hajj, the people of Wajo Regency decided to cancel in 2021. Prospective regular pilgrims choose to cancel by delegating Hajj funds to the Umrah pilgrimage. There are thirty-three people who have registered at Bank Syariah Indonesia KCP Sengkang Wajo Regency in 2021.
Apart from the long waiting list, prospective regular pilgrims in 2021 in Wajo Regency will not register for Hajj due to COVID-19. The government issued a policy regarding cancellations, which resulted in the view that the 2021 regular hajj pilgrimage candidates in Wajo district had not yet registered.
There are two categories of prospective regular pilgrims for 2021 in Wajo Regency who are canceling, namely, those canceling due to a waiting list and those canceling because there is no certainty of the government’s departure Hajj through the COVID-19 policy.
4. Conclusion
Management of the Portion of Hajj at Islamic Banks in 2021 in Wajo Regency, namely: a) Planning for the management of the portion of Hajj at Bank Syariah Indonesia Wajo Regency refers to Government Regulation Number 5 of 2018 concerning the implementation of Law Number 34 of 2004 concerning Hajj financial management. Bank Syariah Indonesia was appointed as the Board of Recipients of Hajj Pilgrimage Organizer Fees (BPS-BPIH). Bank Syariah Indonesia conducts cross-selling of hajj savings to prospective hajj pilgrims and implements a hajj digitization system; b) Organizing the management of the hajj portion at Bank Syariah Indonesia Wajo Regency consists of three, namely, customer service, tellers, and branch manager or BOSM, c) Implementing the management of the portion of the pilgrimage in accordance with the plan. Prospective regular pilgrims who have Hajj savings complete the requirements for Hajj registration at Bank Syariah Indonesia, Wajo Regency; d) Supervision of the management of the portion of the pilgrimage at Bank Syariah Indonesia in Wajo Regency is carried out by the Ministry of Religion of Wajo Regency.
The inhibiting factors for managing the portion of the pilgrimage at Bank Syariah Indonesia in 2021 in Wajo Regency are: a) Network disturbances at Bank Syariah Indonesia in Wajo Regency which impede the issuance of validation numbers for Wajo district regular hajj pilgrims; b) The lack of information obtained by the public regarding regular pilgrimage registration, so that there are prospective pilgrims who have not used electronic KTP (e-KTP) for regular pilgrimage registration; c) The existence of the COVID-19 Pandemic which affected the management of the portion of the pilgrimage. The departure of prospective pilgrims was canceled with reference to the Decree of the Minister of Religion of the Republic of Indonesia Number 660 of 2021 which was stipulated on June 3rd, 2021. So, in managing the portion of the pilgrimage, only thirty-three people registered at Bank Syariah Indonesia Wajo Regency in 2021.
